Just for the record a kit is as powerful as a player uses it. If you don't use a kit correctly it might not help you at all. We rated the kits based on their effectiveness to win in certain fights or win a hunger games game. Sure there are some kits that can do more damage or are more powerful but these kits were believed to be the most effective if you used them correctly.

Kit Descriptions;
Stomper: Jump down from high above other players to do massive damage to them

Madman: Create an aura of madness around yourself and weaken other players
