When I stripped the lining paper in this room it pulled the plaster out back to bare brickwork as there was some damp issues. First I used a PVA and let it dry. Then I used a bonding coat of undercoat plaster then two skims of Easyfill 20. I then sanded it all down with a Mirka sander and applied PVA again.
