In order to evolve Gloom into Vileplume you need a Leaf Stone. A Leaf Stone can be bought in Celadon City, inside the Department Store in the 4th Floor. You then want to put your Gloom in your PARTY and then go to BAG and the open POWER-UP POCKET and USE the Leaf Stone. And it will evolve.
This first tutorial is in Route 2 right after 3rd Gym when you have Chop Down:
