If you are speaking about all-around capability, the Rafale is a "more powerful" asset, having greater range, ceiling, & mission payload flexibility. However, the F-16 has a greater total load carrying capability. Both aircraft have 9G instantaneous rates of turn, but the F-16 has a slightly greater sustained rate of turn. The Rafale has an advantage in AoA & the F-16 has an advantage in max speed in an A-A configuration.
