Teemo is back in this preseason 8 and you can actually take whatever rune page you want and still manage to do your job! You can go full ap or full tank or hybrid or max movement speed or whatever build you like on teemo! In this game it was really easy to tilt the enemy with this build. The ruby sightstone gives you cdr on active items so you can actually put 2 zz rots! To add to that you take the glacial rune to make them slow and tilt them even more!
