Most city builders are all about putting together a medieval colony or a standard civilization, Atomic Society is all about rebuilding society in a post apocalyptic world. You need to tear down previous man made structures for scrap, build up little shanty towns for your people to live in, burn the bodies as they die so as not to spread the plague, and of course...PUNISH those who would do wrong in your town. Yes, it's not just about building the city, it's about ruling it as well by enforcing punishment upon those who commit crimes.
