Over-glorified Cleaner Boss Belzer is another open world Boss in The Division. Belzer is leading his own group of Cleaners but you can defeat him pretty easily. Belzer exact location can be found in Tenderlion, just around the 22nd St. This PVE open world Boss is spawning every 4 hours and you will earn some Phoenix credits and high end items or weapons or named gear by putting him down.
