There are currently 7 Tactical abilities in Titanfall 2, so which of them is best? Some can be ruled out but here is more than one worth considering. Which is your favorite? Does it change by class? Cloak, Pulse Blade, Grapple, Stim, A-Wall, Phase Shift, and Holo Pilot each have their merits.
