Is YouTube really Broken and notification bell?

Is Youtube really Broken?, I'm not sure it is. This is a new channel, that seems to be not affected in comparison to my another channel that is currently doing better than it did before. Granted its not a very popular channel but it is an improvement. This is my thought and theory regarding the bell notification that’s been implemented almost a year ago. In fairness there has been a lot of videos about how to add, get, enable and even turn off bell notification. Note: These videos are also not very popular but it has been around and I don't think everyone is doing it. In regards to the decline of subscribers, being unsubbed and as well as losing monetization. I believe there are plenty of coverage out there regarding the restrictions and the bugg in algorithm (nows thats broken). So with this thought I'm not sure if YouTube is completely Broken yet.
