Every morning in-game. anytime btw 5am - 19:00pm. Head out to the Markd location. Kill the white Rhino(s) first then head back to marked location to spawn the Cactuar. If you are running around for more than 10 mins, Save and Load file. Kill Rhinos if around but he will spawn. Will make another video on his second location.
