From the '70s, an odd live-action film about toes. I'm guessing this was originally in Spanish, 'cause none of it sounds "natural", lol! Not sure who the narrator is, but it's not Luis (Emilio Delgado). Fernando Escandon has been suggested (his Tostitos ad linked below).
