This was one of the last scheduled HAARP transmissions. Currently the HAARP facility in Alaska is in standby or mothball status, it may never return to operation because of funding. Art the time of this transmission it was getting in a few last events before being shut down. At that time they thought it would be shut down and dismantled.
The waveforms seen here and the frequencies used are common ones that HAARP has shown and used in the past.
