Similar DMOs have been recorded from other PHI NWR stations at other times. A decode reveals that an unusual "TEST" was added to the SAME header before the DMO code. This, on top of 30+ locations, meant the weather radios could not decode this alert properly. The reason these alerts were sent over weather radio remains a mystery.
